Step 3: Create a population
POST {{apiPath}}/environments/{{envID}}/populations
The POST /environments/{{envID}}/populations/ operation creates a new population resource in the specified environment. The request body for the POST must provide a value for the required name property. This population's ID is referenced in Step 4 as the population to associate with the newly-created user.
